NPWA Annual Fire Hydrant Inspection and Flushing Program Scheduled

Lansdale, Pa- March 23, 2021- Beginning March 28, 2021, the North Penn Water Authority (NPWA) will commence its annual fire hydrant inspection and flushing program that runs through May 23, 2021. Annual inspection and flushing of fire hydrants increase public safety by ensuring that hydrants will function when called upon in the case of a fire. Flushing of hydrants also improves water quality by removing the build-up of materials from the inside of water distribution pipes.

“Although we are still within the midst of the pandemic, as a ‘life-sustaining business,’ we are committed to continuing our vital water supply operations to the public without interruption,” said Anthony J. Bellitto, Jr., Executive Director of North Penn Water Authority.

“We will safely proceed with our annual flushing program due to the essential function of fire hydrants and the importance of maintaining the excellent water quality in our distribution system.”

Flushing will take place at night between the hours of 8:00 p.m. and 4:00 a.m. and as needed during the day between the hours of 8:00 a.m. and 3:00 p.m. The following is a tentative flushing schedule:

  • March 28th through April 15th:  Lansdale, Hatfield and New Britain Boroughs, Hatfield, Upper Gwynedd and New Britain Townships
  • April 15th through May 16th: Skippack, Worcester, Lower Salford, Salford, Franconia, and Towamencin Townships
  • April 25th through May 14th: Sellersville Borough
  • May 16th through May 23rd: Souderton Borough and Hilltown Township

If water discoloration occurs, customers should run the cold water for a few minutes.  If the water does not clear up, customers should turn the tap off for 10 to 20 minutes and then run the water again for a few minutes. Customers who experience persistent discolored water or reductions in water pressure should call the Authority’s Customer Service Department at 215-855-3617 between the hours of 8:30 a.m. and 4:30 p.m.

COVID RESTRICTIONS
Memberships for the 2021 season are purchased with knowledge and understanding that the pool facility is subject to guidelines and restrictions as may be promulgated by the State, CDC and Montgomery County Health Department.  Patrons must adhere to all posted instructions, wearing of face masks and practice acceptable social distancing practices while using the facility. COVID-19 is an extremely contagious virus that can cause severe health conditions. There is an inherent risk of exposure to COVID-19 in any public place where people congregate and as such members visiting the pool facility voluntarily assume all risks related to exposure to COVID-19.  Anyone experiencing symptoms of COVID must refrain from using the facility. There may be times when capacity is reached and access to the facility will have to be restricted.  Refunds will not be considered for COVID related issues

The pool will close early during inclement weather, unexpected emergencies or if less than 10 swimmer are using the facility. The pool will close early for scheduled swim meets and special events, dates will be posted at the office in advance. Daily entry cannot be guaranteed should the facility reach capacity to comply with COVID protocols.

If you were a member of the pool in 2019 and would like to sign up online please use your account log-in from 2019. Once you are logged in you will be able to change any information that might need to be updated from last year. Please don’t create a new online account. If you aren’t sure if you have an account or need your log in information please contact the Souderton Borough office Monday-Friday 8:30-5pm. We will need your full name, DOB, and address.

We will be using the same tags from 2019. There will be a $5.00 fee for each badge that needs to be replaced. You can register as long as any of your contact information has not changed.

If you are a new member please follow these directions: first you will create an account. You can add multiple family members to each account. All family members need to be added before you register for your Pool Membership.
Once you and your family are in the system, and have been approved, you can register for the type of season pass that best suits your needs.

New Account Approval: Please allow up to 3 business days for new accounts to be approved. Proof of Residency may be require for approval with a Souderton Borough Address.

Definition of Family
Your family includes all adults and children who live with you at your home address year round. Children 2 and under are free and not counted as a family member in your membership, but please add them to your account. 
Calculating Age for Season Pass
Age of the individual is as of the date registration is received.
Caregiver- A single designated person who is to accompany any dependent children at the facility can be added as an additional person to a family membership. 
Proof of Residency
A portion of the Souderton Borough real estate tax revenue will subsidize the operation of the pool, therefore Souderton Borough residents are eligible for a borough resident rate. In the event that your residency is questionable refer to your municipal/county tax bill you receive in February or March. You may be required to show proof of residency documents which can include:
· Adults – photo IDs showing address; bills in an individual’s name showing address
· Children – school photo ID; birth certificate; guardianship papers showing address
· Senior citizens – paperwork from Medicare or Social Security showing address; photo IDs showing address
Key Tags
All Season pass holders will be issued a new key tag, used for admission into the Souderton Pool. This key tag will be received on the first visit. The key tag must be presented each time you enter the facility. Tag will be used from year to year, so keep them. If a tag is lost or damage, there will be replacement fee of $5.
Convenience Fee:
There is an approximate 2.9% of your total cart + $.30 per transaction fee that will be added to your total upon checkout. These charges are applied in consideration of the bank fees which the Borough bears to accept credit cards as a form of payment. These charges are applied when using a credit card online and in person. There is no fee for Cash or Check payments.
Refunds/Changes
Season Pass(s) are non-transferable and non-refundable. Applicant must provide, if requested, proof of age and/or residency. There is a $35 administrative fee if changes are required due to inaccuracies.

Please pay careful attention to the 2021 summer schedule for the Souderton Community Pool. Purchase of a membership will preserve eligibility to use the facility throughout the 2021 summer season. Daily admissions will not be available for weekend or holiday access to the pool.

MAY’S BRUSH PICK WILL START ON 05/03/2021.

May’s Brush pick up will start on 05/03/2021.  If you have brush that need to be collected call the office to be added to the May 3rd brush pick up list. Please call the Borough office’s phone number is 215-723-4371 prior to May 3rd.
 
Stick and branch pick up is the first Monday of every month. No root balls, shrubs, logs, stumps, leaves, weeds or grass. Sticks and branches should be 1″-6″ diameter and no more than 8′ in length. They must be placed out front or if corner lot on side road NO ALLEY pick ups. Brush should also be stacked in a clean manageable pile free of stones or other debris.
 
Additionally we aren’t able to take whole trees. If you have a tree being taken down your contractor should remove the tree they take down. 
 
BRUSH SHOULD BE ON A SEPARATE PILE THAN LEAVES-

2021 Fall Leaf pick up will be in October.

            Members of Souderton Borough Council will begin a new community outreach program by hosting Saturday office hours on the third Saturday of each month. During the Covid-19 pandemic and until further notice, the “Souderton Borough Council Office Hours” will be virtual via Zoom with the goal of transitioning them to the actual borough office at a later date. The ZOOM invite is noted below. The Community can discuss questions and concerns directly with Borough Council representatives during these hours. The Code of Conduct for these meetings is described as follows:

Code of Conduct

  1. Souderton Borough Council Office hours are strictly for sharing information and not for decision making.
  2. Residents/business owners will send an email to the borough manager to request a Zoom link to the “Souderton Borough Council Office Hours” and provide their Name/Business, Address, and contact information (phone/email).
  3. Residents/business owners will be provided the Code of Conduct document and will email back that they have read and understood it before a Zoom link to the virtual meeting is sent.
  4. Participants will dress, speak, and act in a professional manner during the office hours.
  5. Residents/business owners can bring concerns and/or ask questions.
  6. Councilors will respond to questions when appropriate or refer residents to the borough website.
  7. Councilors will refer residents/business owners to the borough manager when appropriate.

Effective March 26, 2021; The Borough office will be open from 8:30am to 5pm. If you have symptoms or tested positive for COVID-19 please don’t enter the building. Upon entering the building all residents must wear masks, abide by the social distancing guidelines, use the hand sanitizer provided in the lobby and please only have one representative enter the building. We ask that if you just need to make a payment or drop off paperwork that you use the 24 hour drop box inside the first set of doors.  

You may use our 24 hour drop box for check payments; we are also able to take credit card payments over the phone 215-723-4371 for building permit and other Borough payments, and also for trash/sewer payments. Trash/sewer payments can also be made online at www.soudertonborough.org/Bill Pay. For rental invoices and building permits please call the Borough office to make credit card payments.  

Parks and Playgrounds

All Souderton Borough Parks and Playgrounds are now open to the public. The community is encouraged to implement social distancing practices when using these facilities and to bring their own personal hand sanitizers and wipes. 
At this time we do not expect there to be any interruption to Trash service. There will be no interruption to Police or Fire Department services at this time.

Souderton Hometown Heroes Banner

The Souderton Hometown Heroes Banner Program, is a living tribute created for the community, to recognize and honor our Veterans. Participants can be serving or have served our country in any branch of the United States Armed Forces. Additionally, a Veteran or active duty service-person, living or deceased must have/had a connection to Souderton at some point in his or her life. Examples of the connections are: attended local schools, relative, friend, or resident. Also Veterans who have been honored on War Memorials or Veterans recommended by the local VFW and American Legion Posts. Any additional questions of if your Veteran qualifies please contact the Borough office.

Banner Description and Instructions for purchase:

The banner will be 24” x 48” heavy vinyl, printed the same on both sides.  The banner will display the service person’s photograph, include their full name, branch of the Military and the era of service (WWI, WWII, Vietnam, etc.).  An example of the banner is the the photo to the left. Each Banner requires the Hometown Heroes Form to be filled out, a photograph of the Hero in uniform and a payment of $130.00 for each banner, payable to: Hometown Heroes. Please note the picture will not be returned. All applications should be mailed to Anne Henning Scheuring her address is listed below.

Banner Locations

Banners will be displayed from May through Veterans Day in November in observance of all Military Branch birthdays.  Afterwards the banners will be removed and stored until the same period in the following year at which time they will be re displayed.

Burning in the Borough

There is no Open Burning in the Borough of Souderton.

  • Items must be in a non combustible container
    • The container must be a recreational approved container. Example would be a fire pit that you could purchase from a hardware store.
  • In backyards only must be at least 20' from nearest property. (yours or neighbors property)
  • No Closer than 16' from nearest structure. (Example Shed or Garage)
  • Clean wood only. No Burning of leaves or grass clippings.

New Lead Paint Requirements

As of April 22, 2010, federal law requires that contractors performing renovation, repair and painting projects that disturb more than 6 square feet of paint in homes, child care facilities, and schools built before 1978 must be certified and trained to follow specific work practices to prevent lead contamination.

Contact the Souderton Borough Office before starting any construction to ensure that your project complies with various building and zoning ordinances. The Borough will need a copy of your plans, estimated construction cost, and contractor information. Click on Forms to get permits. Fee Schedule is located here. Please note with Fees the state fee on permits has increased from $4.00 to $4.50.

Property Maintenance

FENCES - A fence permit is required to construct or replace a fence. Fences shall not exceed 6 feet in height in rear yards, with a maximum height of 4 feet in front yards. Fences in front yards must be designed to be open and ornamental. The finished side of the fence must be oriented to your neighbor. There is no setback requirement from property lines. Corner lots may require additional setbacks to maintain visibility at intersections. A professional surveyor should be contacted if you do not know where your property pins or monuments are located for your property. The property lines must be clearly visible or surveyed as a condition of the permit.

GRASS - Regular mowing required so as not to exceed six inches.

POOLS - Must be 10 feet from property lines. In-ground pools must be enclosed with a minimum 4' high fence and locking gate. Above ground pools must have removable ladders or fence-enclosed ladders and deck areas.

RECYCLING/TRASH REMOVAL -  In January 2016 we went to the single hauler in the Borough. Advanced Disposal is the provider. Any issues you should be contacting the Borough office on your trash day. Please make sure your trash is out by 6:30 am on your collection day. Make sure your cans are out to the property line. Gray can is for trash and blue lid can is for the recycling. Please only put recyclables in the tote with the blue lid.

SNOW REMOVAL - Sidewalks must be cleared within 24 hours after cessation of snow. Clear a path of at least 30 inches wide.

SUMP PUMPS - Sump pumps cannot be discharged to sanitary sewer lines. Please redirect sump pump discharges from streets or sidewalks between November and March to avoid ice hazards.

TREES/SHRUBS - Trees must be trimmed to a height of 7 feet over sidewalks and away from street signs and stop signs. Shrubbery must be trimmed to avoid overhanging onto sidewalks.

CURB/SIDEWALK - Property owners are responsible for the construction or replacement of curb and sidewalk. Deteriorated curb and sidewalk must be replaced prior to any scheduled road reconstruction activity or prior to the sale or transfer of the property as part of the Borough’s Certificate of Occupancy permit.

Residential Rental Registration and Inspection Program

ATTENTION ALL RESIDENTIAL RENTAL OWNERS

Senate Bill No. 607 of November 2013 requires all residential multifamily and apartment buildings who use fossil fuel-buring heater or appliances or have an attached garage to install centrally located in the vicinity of sleeping rooms and the heater room carbon monoxide detectors within 18 months of notice. Occupants are required to test and maintain batteries in such devices.

Since 1991, owners of rental properties have been required to regularly report the names of tenants to the Borough Office. This program has yielded only moderate results, prompting the adoption of Souderton Borough Council Ordinance No 647 on October 4, 2004, which completely revamps the reporting process for rental properties.

The goal and objective of this new comprehensive program is to provide for the equitable distribution of tax levies; protect and promote health, safety and welfare of the residents and particularly the occupants of rental units; encourage owners and tenants of rental units to maintain such units in a well maintained, safe and sanitary condition and develop and maintain a comprehensive data base of information and contacts to better respond to police, fire and medical emergencies that may occur within rental properties.

Since 2004 the Borough has required every owner of rental property to annually file registration information with the Borough, including tenant information and contact information. This data is maintained by the Code Enforcement Officer and Police for purposes of making contacts in emergency situations. Tenant information will also be shared with the local tax collectors. To help defray administrative expenses, there is an annual registration fee to register a rental property, payable to Souderton Borough, which should be enclosed with the registration form. Upon submission of the required information, the Code Enforcement Officer will issue a Certificate of Occupancy for display in a common area of the building.

Regulations also require periodic inspections of all rental units to verify compliance with life and safety issues and the Property Maintenance Code. The inspections will occur every three to four years. The inspection schedule is broken down by the three wards in Souderton Borough.

We hope that this program will be beneficial for all parties involved. The Borough is to be notified of any changes to tenants as they are moving in or out. This helps the Police and Tax Collector know who is living in the Borough.

Selling Your Home?

A Use and Occupancy Permit is required prior to the sale of residential or commercial properties. The purpose of this permit is to verify that the current or proposed use of the property complies with Zoning and Building Codes.  This form can be found here on the website under Forms and Use and Occupancy. Fee for this is $100.00. The paperwork should be submitted to our office at least 30 days before settlement. An inspection of your property is required and should be completed 30 days prior to the scheduled settlement to provide time to address any problems. Of particular concern is the condition of curb and sidewalk and the closure of cellar drains.

Please put in writing that you are requesting a sewer cert. With this you will get the outstanding balance for Sewer and Trash.  This can be sent in with the U&O. There is a $25.00 fee for the Certification for Trash and $25.00 fee for the Certification for Sewer. Sewer Bills

The amount of your sewer bill is based on the number of residential or commercial units on your property and the volume of water consumption as metered by the North Penn Water Authority. Excessive water consumption caused by watering lawns, washing cars and driveways, or leaking plumbing fixtures will be reflected in higher sewer bills.

Payments may be made by mail or in person at the Borough Office between the hours of 8:30 a.m. and 5 p.m. weekdays. The Borough accepts Visa, Mastercard, Discover and debit cards. In December of 2016 there will be a fee of 2.45% Min of $3.00 for every card used at the Borough. The Borough had been absorbing all of the fees for years and with the new processer Munici-pay they now retain the processing fee. Payments after hours can be deposited in the drop box located in the front vestibule of the Municipal Building.

  2. Check out your contractor’s company with the Better Business Bureau
  3. Call your contractor’s references
  4. Always obtain more than 1 bid for your home improvement project

In 2016 Souderton Borough went with a single hauler trash service. You will recieve your bill from Souderton Borough not the trash company. The bill will look similar to your sewer bill. The writting on your trash bill will be Green verses the Red color of the sewer bill. Yard Sales

Anyone wishing to conduct a yard sale must obtain a Yard Sale Permit from the Borough Office. There is no fee for the permit. Call the Borough Office and provide your name, address and sale dates and pick up your permit at your convenience.

Residents are permitted to have 2 yard sales per year. A single yard sale can extend over two consecutive days and count as one yard sale. Remember, do not post yard sale signs on utility poles or street signs.
